Who is legally responsible for the condition of the boardwalk in Coney Island?

The boardwalk remains the legal responsibility of the City of New York. If an abutting commercial business causes or creates a defective condition on the boardwalk, then in such event, the commercial business may be legally responsible for their own acts and omissions if they cause defective conditions and injury to others.
