Who is responsible to maintain covers and gratings which are located on sidewalks within the City of New York?

The applicable owners of those covers and gratings are responsible for their proper maintenance.

If gratings or covers are owned by Con-Ed or some other entity and there is a claim for negligent maintenance, the owners of the gratings are legally responsible absent other contributing factors.
