Within the City of New York, who is legally responsible to maintain the curbstone?

It is the legal responsibility of the City of New York to maintain the curbstone and it is not the legal responsibility of the abutting property owner even if it is a multiple dwelling absent other  factors such as special use and/or  negligent repairs by the abutting owner.
